1.we keep the conical flask airtight to create the partial vacuum .

2.the substance kept in the small test tube inside the flask is KOH.it absorbs the co2 released by the germinating seeds.

3.The C02 released is absorbed by KOH present in the hanging test tube in conical flask creates a vacuum in conical flask which causes upward movement of water in the delivery tube leading to change in level of water in the delivery tube.
