Can anyone change the school after finishing class 11 or should continue in the same school?

if according to the rules a student cannot change his or her school after finishing 11th because next class is 12th and no school enter a student of class 12th. in ICS board a student can take admission in 11th not 12th because there is a related study of both 11th and 12th class .if a student changes his or her school after completing 11th , it will be great disadvantage to him or her.
