a) C3H8O has alcohol functional group

it can be written as C3H7OH i.e. a propanol.

b) C3H6O2 has carboxylic acid group.

it can be written as C2H5COOH i.e. a propanoic acid. having 3 carbon.

2)

no A) and B) are not isomers because they have different chemical formula and different structure too.....but isomers have same chemical formula.

3)

as we know KMnO4 is a strong oxidizing agent.

when we drop is over propanol then it reacts with it and oxidise it to form propanoic acid.
