its all about refraction of light..
Atmosphere has dust particles along with different gases..
Due to change in the refractive index as well, the while light coming from a distant point source enters the earth's atmosphere, there is a change in the angle of the light while travelling from rarer to denser medium..
Stars r far away frm us..
They can only b seen as a point source..
Hence, due to these reasons, its apparant position keeps on changing..
Also due to clouds, sometimes, these light rays get blocked..
Hence, the stars appear to b twinkling..
