In coming together form of federation all the states r coming together on their own to make a country.Their is no pressure on them to involve in the country and all the states r having equal rights nd powers .For ex :USA ,Australia ,etc. And in holding together form of federations the central has more powers than the states .If a state wants to make its own country so the state is not allowed to make .In hoding together the central powers holds together all the states nd the states r not independent
