Here if we extrapolate the initial ray going...then we can see that the new ray has bended towards the normal.

If a Ray passing through a medium bends toward the normal then the second medium has higher refractive index than the first one i.e.medium b has higher refractive index than medium a.....

so ratio of medium b/medium a which is medium b relative to medium a will be greater than 1...
