can anyone explain this to me.

In over 60 per cent of angiosperms (mostly dicots), pollen grains are shed at 2-celled stage. In the remaining species, the generative cell divide mitotically to give rise to the two male gametes before pollen grains are shed (3-celled stage).

Answer:

it means that 60% of dicots's polen shed at 2 cell stage that is germ cell and vegetative.,when

pollination occurs in the pollen tube germ cell divide into 2 cells making it total 3cell.

in rest 40% pollen grain has already 3 cell at shedding time
