Can anyone join NCC senior division/senior wing without completing the training of NCC junior division /junior wing?

No you can't. NCC C certificate curriculum is for 3 years, after 2 years you will just get your B certificate which is of no use. ... Yes, you can join NCC Senior division for only 2 years. After, you finish your second year in NCC you will get 'B' Certificate of NCC of that Wing.
