Hey there !!

We have

Radius , R = 19 cm

Small radius , r = 10 cm

We know

circumference of the circle = 2 πr

But here we have to give inner and outer circle radius circumference
so
Inner circumference , C = 2 π ( R - r )

2 \times 3.14 \times (19 - 10) \\ \\ = 2 \times 3.14 \times 9 \\ \\ = > 56.52 \: {m}^{2}
Outer circle radius , c = 2π × 10 m

= 2 × 3.14 × 19

= 38. × 3.14

= 119. 32 m^2 .

now ,119.32 - 56.52 m^2

= 62.8 m^2
