Can aphysical quantity have dimension but no unit?

No, it is not possible for a physical quantity to have dimensions but no units, however, the opposite is possible. For example, solid angle and plane angle are both dimension-less quantities, but both have a unit, namely Steradian and Radian, respectively.

A quantity can not have dimensions without having unit

And the Reason Behind this is dimensions are derived from units but units cannot be derived from Dimensions....

Note:  You can have a Physical quantity with units but no Dimensions.....
