NO, Average speed for a moving body will never be zero. As DISTANCE is the path traveled by an object, so DISTANCE cannot be zero.speed is equals to distance(d) divided by time(x) and  it is equal not zero.

but if the body is at rest then distance is be zero then speed can also be zero.because speed is equals to distance (0) divided by time(x). so, 0/ x =0.
