No. Carbon cannot do so, because it does not form ionic bonds with any element. It forms only covalent bonds, which involves sharing of electrons between two or more atoms. Hence the electrons that carbon uses to form bonds with, are present in the orbitals of both the atoms(carbon and its bonding partner).

e.g. Na can have the configuration of Neon by donating an electron because it forms ionic compounds.
