Electrons are fundamental particles. They can not be broken apart into “sub” particles and do carry a whole integer charge, like the positron.

Protons and neutrons are not fundamental. They can be broken apart into “quarks.” A proton has a positive whole integer charge, therfore it is made of two “up quarks” which each carry a charge of +2/3 and one down quarks which carries a charge of -1/3. The neutron being neutral is made of one up quark +2/3 and two down quarks -1/3. The quarks combine to form whole integer charges of +1 and ~0 respectively.
