Yes, they should surely learn from their past experiences. Eg. If we take example of India, this is also a developing country and it has faced so many bad experiences. It was under the control of Britishers for almost 2 centuries and when they all united, they were free ! Earlier Indians used to fight among themselves and Britishers took advantage of that and captured India. But when the people of India understood this, they all united and as a result we all r free today. There can be many such examples of other countries also. So this shows that ' Developing countries learn from their past experiences '.

Past of any country plays an important role in shaping the future of the country,
Developing countries like India have learnt from their past mistakes and made progress in different sectors .For example -India initially refrained from spending on defence but after loss to China in war India realised its mistake and boosted its defence.So every developing country learns from its past mistake to make progress in future.
