Can electric potential be zero at a point in a vacuum, the electric field at that point is not zero. Give example.

Yes, Electric Potential is zero at a particular point, it does not necessarily mean that the electric Field is also zero at that point. It can be understood with the Case of Electric Dipole.

*electrostatic potential can be zero at a point where electric field is not zero. Consider two charges +Q and -Q separated by a distance d.

*There can exist electric potential at a point where the electric field is zero. Example:Inside the hallow spherical charged conductor, electric field is zero but potential is not zero.
