Can ever photons have a charge?if not why?

No photon does not have any charge.
 A charged particles produced electric field which in turn produces a magnetic force.If there is a change in electromagnetic field that change will be propagated in waves. These waves carries the message that the electromagnetic field has been changed via electromagnetic force at speed equal to 3×10^8 m/s. They thus carry the messages of force. These messages are given by the charged particles by the help of their field (only when it is changing). So photons don't carry any electric field and thus no charge. They are just a messenger.
