no because fossil remain of dead plants and animal trapped in the layer of sedimentary rocks

Yes, Fossil fuels can be made and this has been proved by Friedrich Wohler. He was the first person to prepare urea in a laboratory and thus proved that organic compounds can be prepared in laboratories. Although this has not been done yet. But, If it is done it will change the position of the energy crisis.
