Hi.
It's called pick not chip.
Pick is also called Plectrum
Pick is a tool used to string instruments like guitars,mandolin,etc.
The are two types of pick , thumbpick and fingerpick.
I personallyy prefer to play with finger pick as it's more comfortable
Yes you can play guitar without a pick.But it's always better to play with a pick.

First of all that is not chip it is plectrum......
 
now come to your question 

Yes guitar can be played with out plectrum..
You can play it by your fingure..But i suggest you one thing that is if you know how to play guiter then only play it with fingure otherwise use plectrum only....it is best....
