Mountain elevations are measured by a number of techniques starting with surveying from a known place's elevation: we measure distances and angles.  We also use a technique called photogrammetry which measures aerial photos. All kinds of fine angular measurement is done by various kinds of protractors like theodolites and distances measured by rulers, tape measures, laser range finders, and radars (radio wavelength matters as too long a wavelength reduces sampling accuracy). You don't have to have a plane or a satellite.  Map makers knew the shape of Europe long before anyone flew over it, but you have to make accurate measurement. If you want elevation, you have to agree upon a base elevation (for sea-level). That's a little more complicated than one might think.
