It might be shocking but true that underage driving numbers are high and have been increasing in India. There could be numerous reasons for this but the most important reason is ineffective driving laws in India. In most of the cities there are no such regulations like proper & regular check of the drivers to confirm if they're eligible to drive the vehicles. To some extent the guardians of the juvenile driving are responsible too. They need to educate the juveniles not to drive before 18 years of age as it could be dangerous for them as well as other drivers too.
There have been cases where juvenile drivers have caused accidents. As per the report of Times of India in 2017, the parliamentary panel decided that if accident is caused by a juvenile then the guardians should be held responsible. This is correct in a way to control the underage driving.
However, it didn't really helped because as per the latest report by India today underage driving is up six times in 6 years. Therefore, some strict actions are supposed to be executed by the Government. Also it is the responsibility of the citizens to take one for the country and educate their children to not drive before they're eligible to do so. Government alone cannot really make a difference if there is no civic sense in citizens.
