can inductive effect and mesomeric works at the same time for -OH??if not when will inductive effect will work and when will mesomeric effect will work??

-OH shows -I effect and +M effect.

If a resonating system is present then even though inductive effect will be present but then also mesomeric effect will be dominant, otherwise only inductive effect will be taken in consideration..
