Never , Because Kinetic energy at rest is 0 and at motion it is 1/2mv² , consider if the object is moving with a negative velocity i.e, opposite to the direction expected...
Example: - mass = m, velocity = -xm/s
Kinetic Energy = 1/2mv²
= 0.5×m×(-x)²
= 0.5m2x Joule
Example: - mass = m, velocity = -xm/s
Kinetic Energy = 1/2mv²
= 0.5×m×(-x)²
= 0.5m2x Joule

No, the kinetic energy of an object cannot be negative since both mass of the object, m and velocity of a substance, v cannot be negative.
