Can laptop be charge with a powerbank via USB?.... Why

yes.the laptop can charge with power bank .the powerbak want to have more than 5000 mah .and we want an charger with usb port with help of this we can chare laptop by powerbank

yes .. there is also a USB OTG standard, with type A/B mini or micro hybrid port. It can be used to deliver or accept power, however laptops with this type of connector is unheard of as it doesn't have practical application on laptops and meant for smaller devices like mobile.
