To be considered ''matter'', something must have mass & volume.Matter is basically defined as something that has both a rest mass and a volume but the photons do nt hv these thatsy it is nt considered as matter..

no, light cannot be considered as matter because an object can be considered as matter if it has some volume&mass. but light doesn't has volume nor it occupies space. so light is not a matter.
 light is a type of energy-light energy.......
