no it cannot because it is basic in nature

it can turn blue litmus t o red as it is a base

Metal Oxides are basic in nature. Thus they turn red litmus blue. Only in a base red litmus turns blue. and It is true.....Because of the alkaline nature of magnesium oxide that is it have ph greater than seven, the colour of litmus paper changes from red to Blue...
