yes, they can surely be friends but Pakistan first have to answer these
a) The 26/11 attack
b) The Uri attack
c) The Pathankot attack
There are some elements in both the countries which won't let that happen and will go to any extent to again destabilize the situation.
Just like China-Japan,Russia-US,China-Taiwan,Israel-Palestine can't be friends so in a similar fashion India Pakistan will not be able to establish it or will have to through a tough time establishing it.
A recent example would be when PM Narendra Modi made a surprise visit to Pakistan during Christmas and met Pak PM Nawaz Sharif and wished him blessings for his Birthday,we were attacked on 2nd January, 2016 as some elements in Pakistan did not like the two PM's getting close to each other and increasing their mutual cooperation.
On the Indian side a good example would be when Shiv Sena members threw Ink at Sudheendra Kulkarni as he was about to launch a book by former Pakistani foreign minister Khurshid Mahmud Kasuri.
