Can past tense go with future tense?
For example: He said I will want to have a car?

There are no rules for sentence. A Person may say anything. "I was just played tomorrow", but no one will understand what the character is saying.

It's considered bad grammar to mix up the tenses.

no you cannot mix up any tense whether it is past and future or any other tense
