No, because for a free electron to jump out of its orbit, it requires a photon of a particular wavelength, that is, of a particular energy value that can provide the required energy to the electron. Only when a photon of required energy is supplied, the electron absorbs that energy, and jumps out of its orbit, and the photoelectric effect takes place.
