president cannot become dictator because 

Prime minister controls president 

and even the government controls president

President does not have many powers 

In some countries where  president is elected there president may have more powers and have the chances to become dictator

Even though he is the supreme commander of the country, he just sign the decisions taken up by the prime minister.
