The president can also take no action indefinitely on a bill, sometimes referred to as a pocket veto. Thepresident can refuse to assent, which constitutes an absolute veto. ThePresident of India does not have it within his/her power to veto a billpassed by the Government, headed by the Prime Minister.
In short the president can use it.

hope this helps you out buddy
