I would have to say the rough road requires more energy to move on than a smooth road.. Assuming the roads are on a level plane, on the smooth road the primary resistance to forward motion would be the rolling resistance of the tires.. On a rough road, they rut or bump introduces the element of gravity to be overcome.. Once the vehicle is moving, the momentum would considerably lessen the power requirement to keep moving, but the initial effort to start moving would be considerably more..

Simple test.. Push a car in a new asphalt parking lot, and then push the same car on a dirt road.. Which one is easier?
