Yes, rusting is a reaction between iron and oxygen or we can say that it is a redox reaction. Distilled water also has oxygen dissolved in it. So the iron will react with the oxygen present in the water and it will form a layer of rust or Iron oxide. Hence, rusting of iron can take place in distilled water
