No, the separation of H⁺ ions in acids can't take place when HCl added to a Non- aqueous solutions like as benzene, toluene. Because non aqueous solution has't capacity to separated acid into ions...  Water has specific role to play in the separation of acids and base into its ions.

water is a strong electrolyte therefore the disassociation takes place.

if there occurs a strong electrolyte other than water, then certainly there would be diassociation of the ions
