(a)Boiling point of liquids can be compared by their respective intermolecular forces of attraction if their molecular weights are comparable

For CCl4 the intermolecular force is london dispersive force and for water it is hydrogen bonding , so water has more boiling point

(b) For methane as well, the intermolecular force is london dispersive force so boiling point of water will be more
