Actually this is a law more peecisely the law of refraction of light.When light travels from one medium to another,its angle of incidence changes. So sin i is divided with sin if refracted ray to get the constant. Here constant is not always same.It is only used to determine speed of light in a particular medium with respect to another medium. sin is a triginometric ration in which perpendiclar of a rigjt angled triangle is divided with hypotanuse and has specefic values for different values.
