Emigration and Immigration means migration from one country to another country. That is movement across national boundaries.
Emigration means leaving one's own country (a citizen leaving) to reside permanently in another country. The procedure is imposed by the currently residing country and laws in that country are applicable. The customs will check for emigration (if allowed or not) before allowing the person on a ship, train, bus, or airplane at the border.
Immigration means someone arriving into a country to live there permanently. The customs office at the port of arrival check if there is a valid and proper visa issued by their country embassy. Persons immigrated into a country may or may not be the citizens (completely) and may have only restricted rights in the local country. They are bound by the laws meant for them in the immigrated country.
