I wrote about this earlier as well.
First start by addressing the dignitaries. Make it pretty formal in the starting but don’t let your tone be monotonous. Then, when you have to prove yourself for the post, become enthusiastic and use powerful words. The speech I gave for the same purpose included the following points:
1. Counter a problem. (For example: In our school there was a problem that the students were not properly informed about the competitions and happenings and thus they remained alienated. I countered that problem saying I am not going to try to make our house the best. I am going to put all my efforts in making sure all the students are well informed and perform to their best potential. To bring out the best in each and every student is what I will aim at.)
2. Only genuine smile please!
3. Use will, instead of would. Make it seem like you really want it but you are not desperate to get it. You want to seem powerful and down to Earth at the same time.
4. Make an eye contact with the authorities first, then as you address the students, look at them with an appealing look (if they are there)
5. Wrap it up saying, I am not a person who’d let the power affect my behavior. If I get some rights, I know and I will remember my responsibilities towards my school, the faculty, and most importantly – the students.
