In simple terms, a constitution is a guide or a rule book on how a nation should run. We cannot have a rule book which has permanent rules because a nation and its people never remain the same.

Here is an example.

Gender determination was legal in India. However, people started to do abortion to prevent girl child from being born. As a result, the male to female ratio was unbalanced. In order to tackle this problem, a new law was added to the constitution whereby gender determination was criminalized.
