Can someone tell and explain me the difference between, " don't you know it is against the rules?" and " don't you know it is a crime?" In my test i wrote in a fill in the blank, " don't you know it is against the rules?," however the answer was,"" don't you know it is a crime?"

If you break a rule, promise, or agreement, you do something that you should not do according to that rule, promise, or agreement. But a crime is an action or omission which constitutes an offence and is punishable by law.
