The cartoon shows that the Iraqi constitution is build on a weak base ie. A mere castle of cards, which can easily get dilapidated and will not be able to withstand the ravages of time and people. This indicates that the constitution isn't strong enough and the wrongdoers who are thirsty of gaining power and position can easily cast their influence over the countrymen in an undemocratic way. Such a constitution is in danger of getting destroyed in the near future.
