1- ring o bells is very important in the play dear departed as when the grandfather goes to pay for something but instead drinks and sleeps away . he also gets his next marriage arranged to the owner of the pub. 
2-The grandfather came back as merry as a sand boy because he decided to spend the rest of his life with someone who could look after him with pleasure.
3- As merry as a sand boy mean very happy .

2. They assumed that the old man came in as merry as a sand boy going round to the Ring - O - Bells as he might have a drink and spend a good time with his friends, gossiping others.
3. As merry as a sand boy - It refers that he is extremely happy and care free about his surroundings.
