According to the norms and rules of An Organization, an employee needs to spend each second of his/ her in benefit of organization.
The employer pays the person for spending the quality time for a good cause.
If the employee is misusing the office gadgets and time for his personal use than its like a theft only..

Actually, with n a organization you are committed to the organization that while in the duty hours you will work every second for them and for the benefit of organization of work . And this is actually for what they are paying you. If some one do any other work whether it's personal or not , the work other then of organization. it will be counted as fraud or time theft. This is because you are not doing the thing you are supposed to do. So surfing internet while in the office hours will also be considered fraud.
