Average speed cannot be 0 because If the body is moving there must be some distance travelled by the body.
So average speed is always greater than 0
Its average velocity can be 0 because its diaplacement can be 0 . For example, In the case of circular motion.
The average speed can only be zero if the body is not moving and time goes on incresing i.e. the particle is stationary.
