No,the average speed of a moving body can never be zero,though its velocity can be zero.The formula for average speed is total distance/total time and that for average velocity is total displacement/total time.
In Average speed, since the body is moving,it is covering some distances,which is more than zero. Hence, average speed is any number greater than zero.
In the case of average velocity, the displacement matters,which can either be positive or negative depending upon the origin you choose.Hence, average velocity can be zero as the displacement might be 0,because the body might have ended up being in the same position as it was before the motion,giving zero as the average velocity.
