Yes, the average velocity can be 0 if the displacement equals 0.

e.g. When a man goes to shop and then again comes back, the average velocity is 0 as the displacement here becomes zero.

Again an athlete's speed may be constant in race but velocity may be zero if he is running in a circular track.
