No, any Indian state cannot discriminate against a citizen on the ground of Thier religion. As it is written in our constitution under the right to equality that no citizen can be discriminated on the bases of caste, colour, gender, religion or place of birth. And also our country follow secularism, means the country give right to the citizen to follow any religion of their choice and country will not have there own religion. It is strictly prohibited to discriminate any citizen on the bases of there religion.
