If rivers are restored and bent to improve their navigability this can restore and delay the length in flood flow and reduce the impact of flooding. If Planned and executed well, yes interlinking of rivers can be a possible solution for mitigation of flood.

Not exactly a perfection solution as it is not a wise thing to do as rivers are from different sources each of them end up in a different channel of basin.  The more interlinking done can actually causes higher risks of flood and other calamities.
