Can the prime minister induct into his cabinet one who is not a member of parliament

Yes, there are several provisions which allow the Prime Minister to do so once the P.M. has set up his mind onto it.

This exactly similar situation was observed in the past General Lok sabha elections of 2014, when the leading party B.J.P. came into power with an absolute majority in the house. And when the cabinet was made, it included two prominent faces of Arun Jaitley and Smriti Irani who had both lost their seats in the elections in their respective constituencies.

Yet they made it to the being the head of their ministries. They were given special status and were picked up as the nominated representatives of the house.

So to answer the question, yes it can be done.
