No. Rusting cannot be called combustion because combustion is a process in which a substance burns with a blue flame.

Rusting comes under corrosion in which metals are eaten away by the action of water, air, moisture and other chemicals present in the atmosphere.

So rusting cant be called as combustion while it comes under corrosion.
