Let us take an example:

2 passengers are traveling in a bus .

Case1 :

Let the observer is outside standing in bus stop and bus is moving. Here as per the person on stop 2 passengers in bus are in motion.

Case2:

with respect to passengers in bus they are at rest with respect to each other.

So rest and motion are relative.
